A video circulating online shows masked ICE agents taking a man into custody Friday morning outside the Ivy at NOHO apartments on Otsego Street in North Hollywood.
The footage shows the man in handcuffs as three agents lift him by his arms and legs toward a vehicle while he cries out in pain. In a separate sequence, an agent approaches a man walking dogs on the sidewalk, points a gun at his face and pushes him into a bush. The bystander appeared unarmed. Just before that exchange, he picked up a canister from the sidewalk and tossed it aside as officers approached, saying, "I thought it was his!"
The identity of the man taken into custody and the reason for the action remain unknown. Eyewitness News said it contacted immigration officials for more details and had not received a response.
Nancy, a neighbor who witnessed the scene, said she was frightened by what she saw. "Until you actually witness it, it's actually really sad. It's really sad this is going on," she said. "I was scared for the man that was being dragged. I was scared for myself and my son. I just didn't feel safe walking outside my apartment building."
Immigration officials have not released information about the individual detained or the circumstances surrounding the arrest.
The encounter occurred Friday morning on Otsego Street, outside the Ivy at NOHO apartments in the North Hollywood neighborhood of Los Angeles.
