Belize authorities activated a 30-day state of emergency on Nov. 1, granting police expanded powers to curb a surge in gang violence across 19 specific zones in the country.

The measure, declared on Oct. 31, covers parts of Northside and Southside Belize City, Ladyville in Belize District, and Cotton Tree and Unitedville in Cayo District. It also extends to the Coastal Highway segment between La Democracia and Hope Creek. Global Affairs Canada updated its travel advisory for the region on Nov. 3 to reflect the change.

Commissioner of Police Richard Rosado stated that intelligence indicated coordinated retaliatory attacks involving multiple criminal factions. Officials noted that internal gang conflicts have moved beyond personal disputes and are now spreading across communities. Local media reports cited seven homicides and multiple shootings linked to these rivalries during the previous weekend.

Under the state of emergency, security forces possess the legal authority to restrict the freedom of movement for civilians. Police may also conduct searches and seizures and detain persons of interest without the standard procedural constraints that apply during normal operations.

The Canadian travel advisory directs visitors in the affected areas to expect a higher visibility of police and military personnel. Travellers are advised to carry valid identification at all times and remain vigilant. The advisory also warns of potential transportation delays and disruptions, urging visitors to monitor local media for updates and follow instructions from local authorities.

The emergency period lasts for 30 days from its Nov. 1 start date. The 19 designated areas remain under strict security protocols until the designated end date. Canadian citizens are advised to maintain contact with family and friends and to keep travel documents accessible while in these zones.
