San Diego County government has shifted its procurement strategy to direct more public spending toward local and small enterprises. The change aims to cut administrative costs while widening the pool of eligible vendors.

The Board of Supervisors voted unanimously on October 27 to adopt new Standard Operating Procedures for evaluating cooperative contracts. These shared agreements typically allow for rapid purchasing and competitive pricing. The new rules clarify when the county should rely on these existing agreements versus launching its own competitive process to secure better value.

County officials stated the new framework establishes clear standards for purchasing decisions. The primary goal is to lower the barrier for small businesses that have struggled to compete for county contracts in the past.

The department will implement a simplified procurement method specifically for these smaller entities. This approach reduces the volume of required paperwork. It also directs outreach efforts toward businesses already operating within San Diego County.

The Department of Purchasing and Contracting will increase direct contact with local vendors in two specific sectors. These categories are identified as having the highest potential for local participation: maintenance, repair, and operations supplies; and medical and laboratory equipment.

The update is expected to retain more taxpayer funds within the region. It also aims to support a diverse local business community by ensuring more contracts are awarded to established regional firms.
