Devin Jacob Ballard, a 20-year-old US Marine, stands accused of strangling Anna Yagi, 39, with a telephone cord in a Naha hotel room on October 3. Prosecutors in Okinawa have indicted Ballard for murder and robbery, alleging he killed Yagi before taking her backpack and wallet. The case has intensified scrutiny over the conduct of US forces stationed on the island.

Ballard was based at Marine Corps Air Station Futenma at the time of the alleged crime. Japanese media outlets, including Asahi Shimbun and Kyodo News, reported that investigators said Ballard denied the charges but later made statements suggesting his involvement. Security video from the hotel reportedly shows a man matching Ballard's description entering the room with Yagi and exiting alone while carrying her items.

The death has drawn sharp criticism from Japanese government officials. Prime Minister Sanae Takaichi described the crime as brutal and heinous, stating her government has registered a strong protest with the United States. She called for strict disciplinary action against the military personnel involved and thorough measures to prevent similar incidents in the future.

Okinawa Governor Genta Koja said the prefecture has repeatedly asked the US to take preventive steps. Koja characterized the alleged crime as a sign of a lack of discipline among US troops. The Marine Corps stated earlier this month that it is actively cooperating with Japanese authorities and extended condolences to Yagi's family.

The incident adds to a long history of tensions regarding US military presence in Okinawa, which hosts the highest concentration of American soldiers in Japan, a total of approximately 55,000. In 2024, four sexual assault cases involving US troops were recorded in the prefecture. One case involved air force member Brennon Washington, who received a five-year sentence for the rape and kidnapping of an underage girl. In 2025, US Marine Lance Cpl Jamel Clayton was sentenced to seven years in prison for sexually assaulting a woman.

Public anger has been visible on the streets and online. About 100 people protested in both Naha and Tokyo earlier this month. Social media users expressed outrage, with one person writing, "Enough is enough." The case follows the 1995 abduction, beating, and rape of a 12-year-old girl, an event that sparked the largest protests in the region's history.

Ballard is currently in custody as the legal process moves forward. The indictment marks a formal step in the Japanese criminal justice system's handling of the case. Local officials continue to monitor the situation while waiting for further developments from the investigation.
