Moldovan Prime Minister Vasile Tofan arrived in Kyiv on Monday, October 26, bringing three cabinet ministers with him for a focused agenda on trade and security. The delegation includes Vladimir Bolea, the minister of infrastructure and regional development, Defence Minister Anatolie Nosatîi, and Energy Minister Dorin Junghietu. This high-level entourage signals the priority both governments place on resolving immediate economic and strategic issues.
Tofan is scheduled to hold meetings with Ukrainian Prime Minister Serhii Koretskyi, President Volodymyr Zelenskyy, and Ruslan Stefanchuk, the chairman of the Verkhovna Rada. According to the program released by the Moldovan government, the talks between the two prime ministers will center on strengthening bilateral relations. They will also address the development of economic and trade cooperation between the two neighbors.
Regional security remains a core component of the discussions. Both leaders are expected to map out the specific paths for their respective countries to join the European Union. The Moldovan government stated that these EU trajectories are a primary subject set out for their bilateral conversations during the visit.
The economic dimension extends to the Kyiv International Economic Forum, where Tofan and Koretskyi are set to participate. This event focuses on investment opportunities and the growth of economic ties. These themes mirror the broader goals outlined in the bilateral discussions between the two heads of government.
Energy logistics provided the backdrop for this trip. On October 14, Ukrainian Energy Minister Denys Shmyhal met with Tofan to discuss common sector challenges and winter preparations. Two days earlier, on October 12, Tofan publicly stated that Moldova was considering purchasing natural gas from Ukraine. He identified gas purchases as a key issue he intended to raise during this current visit to the Ukrainian capital.
The political context was further defined by Moldovan President Maia Sandu. She stated that her country is prepared to receive another wave of refugees from Ukraine. Sandu indicated this readiness should the severe humanitarian situation in Ukraine prompt more people to leave their homes.
